    Subcontract Management Specialist

    • Support the Propulsion Systems and Structures team at Corporate Headquarters.
    • Lead teams overseeing major subcontractors or major, critical subcontracted systems, or may integrate the efforts of a number of subcontractors at a project or program level.
    • Direct and manage all cost, schedule and technical performance requirements levied on the subcontractor or the product family, ensuring performance in compliance with all technical requirements and contract milestones.
    • Assist in development of subcontract specifications, work statements and other technical requirements documents.
    • Serve as a focal point for the subcontractor.
    • Brief executive management and customer regarding subcontract status and issues affecting subcontract performance or cost; and, conducts and/or supports program reviews with the subcontractor and Customer program offices.
    • Responsible for and direct all phases of the subcontract from initiation of the business case for make / buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability
    • Make decisions affecting the performance of the subcontractor; establishes milestone objectives and manages performance to committed schedules and contractual specifications; and, assists in development of major / complex subcontract specifications, work statements, and terms and conditions for the procurement of specialized components and services.
    • Faccilitate purchasing activities for acquisition of flight hardware required by the enterprise with a focus on integrated Supply Chain strategy and strategic sourcing analysis.
    • Requires working collaboratively within the team to develop and clearly communicate flight hardware requirements and execution expectations to suppliers, optimizing value.
    • The Propulsion Systems and Structures team SCM-3 will:
      • Buy/Collaborate
      • Lead the efforts of the team in translating demand forecasts into a strategic sourcing and procurement plan for a wide range of products and services
      • Ensure compliance with Supply Chain Command Media, Federal Acquisition Regulations (FAR), and standard business processes
      • Partner with cross-functional teammates to develop flight hardware requirements, aligned with the business imperatives, for flow-down to suppliers and prospective suppliers
      • Possess advanced price analysis, proposal evaluation and negotiation skills aimed at reducing total cost of ownership to for flight hardware and related services
      • Demonstrate and fully utilize well-developed project management skills
      • Analyze/Problem Solve
      • Analyze prospective procurements to develop strategies which will secure the best value for flight hardware and related services
      • Identify and resolve supply chain constraints, working with internal stakeholders and suppliers to develop executable, cost effective solutions
      • Monitor/Track/Measure/Report
      • Act as a liaison between the supplier and company
      • Develop, measure, analyze, review and report key process metrics
      • Identify action items, organize resources to address action items and follow up on all supplier-facing issues


    • Security Clearance / International Traffic In Arms Regulations (ITAR) This position requires use of information which is subject to the International Traffic In Arms Regulations (ITAR).     • Microsoft Excel experience with an understanding of advanced functions and pivot tables
    • Background in Supply Chain processes such as planning, purchasing, inventory and/or warehouse operations
    • Experience in Supply Chain, Procurement or Business Experience with purchasing policies and procedures
    • Demonstrated proficiency in Enterprise Resource Planning Systems (SAP preferred)
    • Experience following standard business procedures, and general business knowledge/acumen
    • Demonstrated capability in developing and applying basic professional analytical techniques to develop solutions for problems
    • Experience with both purchasing and material planning
    • Experience working in a manufacturing environment with multi-functional teams
    • Interpersonal and organizational skills, with the ability to navigate a dynamic environment
    • Proactive, independent worker with the demonstrated capacity to work in team environment
    • Impeccable attention to detail, passion for driving change and ability to look at big picture

    Education and Experience

    • Bachelor’s Degree in Business or Supply Chain combined with 4 to 8 years of experience in Supply Chain or a Business function / discipline.
